Police Reports
The following is a synopsis of some of the activities of the Isle of Palms Police Department during the month of July 2010:
Patrol:
July 2, 2010: At approximately 3:45 A.M., an officer on patrol stopped a vehicle on the Connector that he observed having problems negotiating the turn onto the Connector from Palm Boulevard. The officer then observed the vehicle weaving from the lane of traffic into the median prior to stopping. While speaking to the driver the officer detected a strong odor of alcohol from within the vehicle and an open bottle of wine cooler then conducted several Field Sobriety Tests that indicated impairment. The driver was taken into custody and when the officer went back to the vehicle, the wine cooler that the officer had already observed was missing. The driver’s wife, who was the passenger, had hidden the bottle to keep it from being located. Once it was located, the passenger was also taken into custody charged with Hindering. The driver was transported to the Detention Center, where a Datamaster Test was to be administered. After the required observation period, the driver refused to provide a sample. He was charged with DUI and Open Container in a Motor Vehicle.
July 3, 2010: Just after 3 A.M., an officer on patrol stopped a vehicle for traveling over 80 miles per hour on the Connector. While the officer was speaking to the driver he determined that he had a suspended drivers license for failure to pay two traffic tickets. The driver was taken into custody and during the process of the arrest the driver was found to have a quantity of marijuana on his person. He was charged with DUS, Speeding, Open Container, and Simple Possession of Marijuana.
July 3, 2010: A male subject on foot asked a police officer for directions to a specific residence on Ocean Boulevard. The officer became suspicious when he observed the subject walk right past the residence and appeared to be intently looking in each driveway of the houses he passed. The officer then went to the subject to ask for identification, whereupon, he became overly anxious, fumbling words, and very jittery. A computer check of the subject discovered that his license was suspended for recent narcotic violations. The subject was detained and found to be in possession of a quantity of Schedule II Narcotics, identified as Dilaudid. He first advised the officer that the pills were Tylenol, then Lortabs. The subject was charged with False Information to Police and arrangements were made with the Charleston County Sheriff’s Office Narcotic Unit to be charged with Possession of Schedule II Narcotics.
July 4, 2010: Just after 1 A.M., an officer on foot patrol on Ocean Boulevard in the business district observed a male subject urinating in public. The subject was immediately taken into custody charged with Disorderly Conduct.
July 4, 2010: Just after 2 A.M., an officer on foot patrol on Ocean Boulevard in the business district heard loud profanities being shouted by a male subject being escorted outside from an establishment to await a taxi. The officer observed the same subject then begin to yell profanities directed towards other patrons leaving the establishment. The subject was then taken into custody charged with Disorderly Conduct.
July 4, 2010: An officer responded to a business at the City Marina on 41st Avenue, where management pointed out a male subject on the back deck of the business directing loud profanities to other patrons and to a DNR Officer conducting business at a nearby dock. The officer made contact with the subject who was intoxicated and had difficulty maintaining his balance. When questioned it was determined that he was upset with the DNR officer, who had arrested his friend who was operating a boat while under the influence of alcohol. The subject was taken into custody and charged with Disorderly Conduct. A computer check of the subject showed that he was wanted in Georgia by the Clarke County Sheriff’s Office, for a similar charge. Contact was made with that agency, which declined to extradite.
July 4, 2010: Officers in the business district were summoned to an Ocean Boulevard establishment, where a fight had been reported. Management detained a suspect and immediately turned him over to the first officer to arrive. Management directed an officer to a male subject lying unconscious on the floor. Fire Department personnel arrived to perform first aid until EMS arrived to treat and transport the subject to a local hospital. Information gathered from witnesses indicated that the male subject being detained walked up to the victim’s table and with a closed fist struck the victim one time rendering him unconscious. The suspect was arrested charged with Assault & Battery 3rd degree.
July 6, 2010: Officers responded to a Front Beach establishment where management reported an intoxicated subject present was unable to pay his bar tab. The subject was taken into custody and transported to the Detention Center since Charleston and Dorchester Counties wanted him for outstanding Arrest Warrants.
July 8, 2010: At the request of Wild Dunes Resort Management, due to recent vandalism on their property, officers stepped up patrol in the area of Grand Pavilion. Just before 11 P.M., officers on patrol detained six underage subjects, observed to be in possession of alcohol, near the Boardwalk Inn. It was determined that two were juveniles. The four adults were charged with Underage Possession of Alcohol and the two juveniles aged thirteen and sixteen were released to their parents and their charges have been referred to Family Court.
July 10, 2010: Officers responded to a Palm Boulevard residence where a domestic dispute had been reported. Officers determined that the fifteen year-old daughter who had been under psychiatric care and medication for behavioral issues, had rebelled when an electronic device was taken away as punishment. The daughter agreed to be transported to MUSC as a resolution to this conflict.
July 13, 2010: While investigating an alarm activation at a local business, a routine identification check of the clerk determined that the he was wanted by the Charleston County Sheriff’s Office for Contempt of Family Court. A Charleston County Sheriff’s deputy responded, while arrangements were made for a replacement worker to assume responsibility of the business. The deputy assumed custody and transported the subject to the Detention Center.
July 13, 2010: Officers on foot patrol near 57th Avenue, who were investigating complaints of teenage trespassers into Wild Dunes, encountered a vehicle occupied by two male subjects, who were both in possession of open containers of liquor. Both were charged with Underage Possession of Alcohol and one with Simple Possession of Marijuana for marijuana located in the glove compartment of the vehicle.
July 16, 2010: At the request of Wild Dunes Resort Management, due to complaints of possible underage alcohol consumption, vandalism, and trespassing, officers went to the area of Grand Pavilion just after midnight and detained five teenage male subjects who were observed by the officer’s to be in possession of beer. All subjects were charged with Underage Possession of Alcohol. One subject was found to also be in possession of false identification and was charged with Possession of False/Fake Identification.
July 17, 2010: An officer responded to the beach near the County Park, where a citizen had reported that a male subject had exposed himself to her. The subject was located in a nearby parking lot in possession of a cup of liquor. Since the citizen who complained had already left the area and did not wish to press charges the subject was charged with No Alcohol on Beach or Street.
July 17, 2010: At the request of a Sullivan’s Island Police Officer responding to a domestic dispute an officer responded to assist the officer on Middle Street, which resulted in the male subject being arrested for Criminal Domestic Violence.
July 18, 2010: Officers responded to a Palm Boulevard residence where a neighbor reported possible trespassers. The officer located and identified four subjects swimming in a pool without the owner’s permission at the unoccupied residence. The two male and two female subjects were charged with Trespassing.
July 18, 2010: Officers responded to a domestic dispute at an Ocean Club Villas unit. The officer determined that the dispute had only been verbal in nature between a mother and grown daughter over leaving the property after consuming alcohol. Both parties agreed to separate for the rest of the evening.
July 22, 2010: Officers responded to a Palm Boulevard residence at the request of Charleston Mobile Crisis. They advised that a resident, who was in possession of a handgun, and drinking heavily, had made several suicidal statements while speaking to them on the phone. The officers were able to take the subject into custody and remove the weapon from the residence. EMS arrived and transported the subject to a local hospital for evaluation. The weapon was placed into evidence for safekeeping.
July 25, 2010: An officer conducting stationary traffic enforcement on 41st Avenue observed a golf cart driving on the sidewalk coming from the Marina with one of three occupants holding a can of beer in her hand. The officer stopped the vehicle to warn the subject and then observed that all three occupants had containers of alcohol in their possession. The adult female driving was charged with Open Container, and the two teenage passengers were charged with Open Container and Underage Possession of Beer.
July 25, 2010: Officers responded to the outdoor basketball court at the Recreation Center, where a fifty-five year old man playing basketball with his family had collapsed. Fire Department and EMS personnel who responded were unable to revive the subject with CPR. An officer contacted the Coroner, who responded as well as a Police Chaplain, who arrived to assist the family, who were visiting from Greer.
July 26, 2010: Officers responded to the bar at Grand Pavilion in Wild Dunes, where management reported an intoxicated patron who was loud and yelling profanities in the presence of others. The subject was taken into custody charged with Public Intoxication.
July 28, 2010: Officers responded to the Marina on 41st Avenue to assist with a male subject severely injured in a boating accident on the Intercoastal Waterway. Fire Department and EMS treated the subject. A Department of Natural Resources Officer responded to investigate the accident.
July 30, 2010: Officers responded to a residence on Carolina Boulevard where a suicide attempt had been reported. Officers met with a female subject who stated that her daughter had taken 25-30 sleeping pills in an attempt to end her life. Fire Department and EMS personnel performed first aid on scene until the subject was transported by EMS to a local hospital.
July 31, 2010: An officer on foot patrol on the beach and boardwalk near the Grand Pavilion in Wild Dunes observed a group of several underage subjects consuming alcoholic beverages. The officer observed one male subject throw down a can of beer and open a second beer. The officer approached the group and spoke to them stating that a male subject in the group resembled a male subject captured on videotape stealing liquor from the bar at Grand Pavilion several days earlier. A male subject then threw down his beer and ran from the officer onto the beach. The officer was able to identify the subject who fled as a resident of Sullivan’s Island. The officer charged the two remaining subjects with Underage Possession of Alcohol and allowed them to leave the area. A short time later a vehicle was stopped on 57th Avenue occupied by the male subject who ran from the officer on the beach. The driver was positively identified and found to have a half empty bottle of rum in the vehicle. The driver was charged with Minor in Possession of Beer, Illegal Transportation of Liquor, Possession of Altered ID, Hindering/Resisting Arrest, Petit Larceny, Littering, and Unlawful Destruction of Sea Oats.
July 31, 2010: In February of this year a resident reported that a safe in his Forest Trail residence had been forced open with jewelry, coins and US Currency stolen. Since several contractors, which involved many different sub-contractors, were remodeling the home it was more difficult for Investigators to follow-up on each individual person with access into the residence. Earlier this week, a set of diamond earrings stolen from the residence was located in a Summerville Pawn Shop. The person who pawned the earrings was one of the workers who had been in the residence. An Arrest Warrant for Grand Larceny was obtained and the subject was arrested on this date after being stopped by a Dorchester County Sheriff’s Deputy.
July 31, 2010: An off duty Beach Services Officer observed several male subjects steal a Road Closed sign on 41st Avenue, place it into a vehicle and drive away. The officer called in the information and followed the vehicle until a police vehicle stopped the truck on 21st Avenue. All three occupants of the vehicle were charged with Removing a Traffic Control Device and Underage Possession of Beer.
Personnel/Community Relations:
July 9, 2010: At the request of Basic Training Manager of the South Carolina Criminal Justice Academy, Sgt. Ryan played the Great Highland Bagpipe for Basic Law Enforcement Class 555 Graduation.
July 21, 2010: A citizen sent a letter of appreciation to Chief Buckhannon praising PFC Funsch for the professional manner in which he handled his daughters recent traffic stop for speeding.
July 23, 2010: Chief Buckhannon, Sgt. Caldwell and Sgt. Usry received a letter of appreciation from Sheriff Cannon for their recent assistance in conducting a comprehensive mock inspection of their CALEA files in preparation of their upcoming onsite CALEA Re-Accreditation Inspection.
July 31, 2010: For the month of July, officers discovered three businesses and three homes with open or unsecure doors. A total of eighty Victim of Crime Forms or Property Security Check Forms were issued to business or homeowners for various violations noted, or to advise them that an officer checked their property during the night while on patrol.
